Highway Economic Requirements System
The Highway Economic Requirements System (HERS) helps state DOTs determine the most cost-effective mix of investments required to achieve desired highway system performance levels. HERS uses engineering standards to identify highway deficiencies and assess the impact of investments.
Cambridge Systematics has worked with the FHWA on the national version of HERS, which examines the relationship between investment levels and the condition and performance of the U.S. highway system, and on the state version (HERS-ST), which is an exceptionally powerful tool for planning, programming, and budgeting at the state level.
