Highway Economic Requirements System
The Highway Economic Requirements System (HERS) helps state DOTs determine the most cost-effective mix of investments required to achieve desired highway system performance levels. HERS uses engineering standards to identify highway deficiencies and assess the impact of investments.
Cambridge Systematics has worked with the FHWA on the national version of HERS, which examines the relationship between investment levels and the condition and performance of the U.S. highway system, and on the state version (HERS-ST), which is an exceptionally powerful tool for planning, programming, and budgeting at the state level.
Benefits of HERS:
- Helps you to consider a range of trade-offs and costs not included in most pavement management systems.
- Provides benefit/cost analysis on different packages of maintenance and improvement actions so you can determine the best alternative.
- Guides effective investment and maintenance decisions by forecasting future highway conditions and estimating user and agency benefits and costs.
In addition to our key role in the development of HERS, Cambridge Systematics has applied HERS in numerous consulting engagements for state DOTs and AASHTO. We also have adapted the HERS models and integrated them into more sophisticated analytic modeling systems.
