
Develop a multimodal Transportation Safety Management Plan (TSMP) for the Cheyenne Metropolitan Planning Organization (MPO) that documented the area’s transportation safety problems and identified a comprehensive suite of strategies to improve safety and save lives.
A reduction in preventable traffic-related deaths and injuries was the mission of the Cheyenne TSMP, with the goal of reducing fatal and injury crashes by 10 percent by 2020. To achieve this goal, the Cheyenne region will need to eliminate an average of 3.5 fatal and injury crashes each year for the next 13 years (from 2008 to 2020). This will result in the prevention of more than 45 traffic deaths or injuries, given that in some crashes more than one individual is killed or injured.
Cambridge Systematics worked closely with officials from the Cheyenne MPO and applied an approach used effectively at the State level to craft a plan that targeted transportation safety resources at the areas of greatest need. As a leader in transportation safety planning, Cambridge Systematics used the principles of a comprehensive, stakeholder involved, data driven method to develop the TSMP. The final TSMP report was developed and approved by the Cheyenne City Council and MPO, making Cheyenne one of the first MPOs in the nation to develop a comprehensive transportation safety plan that followed the requirements set forth in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). As a result of the TSMP plan development, and for the first time, the MPO submitted letters of intent to the Wyoming Highway Safety Office for grants to implement portions of the plan, including an enforcement summit on safety belt enforcement, prioritization of hazardous locations and road safety audits, and saturation patrols to reduce DUI crashes. The MPO also is reaching out to national experts for assistance on developing a methodology to identify and prioritize hazardous locations. The MPO will coordinate ongoing meetings of the Transportation Safety Advisory Committee (TSAC) to implement additional TSMP plan strategies and monitor safety progress in the region.
