Connecticut CVISN/PRISM Design and Implementation

Objective

Implement an integrated suite of information systems to automate the application and processing of motor carrier credentials and enhance the State’s electronic screening and roadside enforcement activities.

Project Challenge

Like many states, Connecticut is confronted by an increasing number of commercial motor vehicles on its roads and limited State resources available to regulate them. The State also has a complex organizational structure with four agencies directly involved in the regulation of the commercial motor vehicle industry.

Our Approach

As a leading provider of commercial vehicle operations (CVO) solutions and services, Cambridge Systematics worked with the State and its motor carrier industry to implement the Commercial Vehicle Information Systems and Networks (CVISN)/Performance and Registration Information Systems Management (PRISM) program. We provided the State with a broad range of products and services, including:

• Customization of our Commercial Vehicle Information Exchange Window (CVIEWCS™) system
• Development of an integrated web-based credentialing portal (PortalCS™), which serves as the single access point to the State’s online motor carrier services
• Integration of our CVIEWCS system with the State’s legacy systems, as well as Federal safety data systems
• Development of a web-based application for Interstate Fuel Tax Administration System (IFTACS™) license transactions
• Development of a web-based application for intrastate motor carrier credentials
• Links to third party credentialing systems
• Coordination of the development and implementation activities
• Marketing and outreach for the State’s CVISN program
• Long-term support and maintenance for these systems

Project Results

Connecticut is one of the first states in the nation to fully deploy the CVISN architecture. Benefits of the deployment include:

• Improved motor carrier safety and compliance
• More timely, accurate, and accessible motor carrier information for authorized users
• Improved Agency efficiency, reducing costs and transaction turnaround times
• Enhanced customer service

In September 2004, the FHWA released a case study titled CVISN Safety Information Exchange for Commercial Vehicles in Connecticut: Increasing Inspection Efficiency Through Wireless Data Access at the Roadside. This case study provides an in-depth view of the deployment of the safety information exchange components of the CVISN technology program in Connecticut. It describes successful practices and lessons learned in operations and management from the point of view of an early-adopting CVISN state. This case study emphasizes qualitative accomplishments and the firsthand accounts of CVISN developers and end users in state government and the private sector.
