Cambridge Systematics Announces Promotions to Principal (June 29, 2009)

Cambridge Systematics, Inc. is pleased to announce that the following five staff members recently received promotions to Principal: James Brogan, William Morris, Barbara Sloan, Paul Smith, and Jennifer Strasser.

James J. Brogan

James Brogan has more than 14 years of freight and intermodal planning, operations, and policy development experience and is the manager of Cambridge Systematics’ Austin, Texas office. He has led or supported freight plans and studies in 10 states, including Kansas, New Mexico, Texas, Florida, Maine, and Vermont, and has managed a number of seaport, highway, border-crossing, and rail plans and studies for the I-95 and West Coast Corridor Coalitions. Mr. Brogan was the Principal Investigator for the National Cooperative Highway Research Program (NCHRP) Project 8-53 – Integrating Freight into Transportation Planning and Project Selection Processes (published as NCHRP Report 594) and currently is the Principal Investigator for the National Cooperative Freight Research Program Project 5 – Framework and Tools for Estimating Benefits of Specific Freight Investment Needs. He is the Deputy Research Director for Cambridge Systematics’ policy research contract with the Texas Department of Transportation (DOT), through which he recently led efforts to determine the impacts of the Panama Canal expansion on the Texas transportation system and to quantify how fuel efficiency improvements will impact state fuel tax revenues. Mr. Brogan also currently is managing the Texas DOT Waterborne Freight Study, an effort to describe the trends and issues driving demand at Texas ports and waterways and develop infrastructure, operational, and institutional strategies to allow the system to absorb anticipated growth. William J. Morris

William Morris currently serves as the Manager of the Divisible Load Permit Unit in the New York State DOT (NYSDOT) Central Permit Office in Albany. In this role, he has responsibility for overseeing Cambridge Systematics’ seven on-site team members as well as several NYSDOT employees. The NYSDOT on-site contract is one of Cambridge Systematics’ largest projects. Mr. Morris’ constant focus on streamlining the operations of the Central Permit Office, improving customer service, and promoting safety have led to a number of innovative solutions to problems. What had been a function disparaged by trucking companies is now held out as a model for government service under his leadership. Barbara F. Sloan, P.E.

Barbara Sloan is Cambridge Systematics’ Midwest Regional Manager for Transportation Planning and Management with more than 30 years of technical and managerial experience in transportation engineering and planning, including both highway and transit modes. Her background includes corridor studies, alternatives analyses, planning and policy studies, traffic safety analyses, multimodal studies, traffic engineering, environmental planning, and feasibility studies. Ms. Sloan’s project experience includes a range of location and design studies, as well as regional and statewide plans. She currently is serving as the Project Manager for the Illiana Expressway Feasibility Study in Northwest Indiana and Northeast Illinois, the Indiana Multimodal Freight Mobility Plan, and the Ohio Statewide Transportation Futures Plan. Her project management experience also includes the recently completed South Suburban Mayors and Managers Association Freight Study in suburban Chicago, the Porter County Corridor Study in northwest Indiana, Highway Economic Requirements System – State Version (HERS-ST) Cost Tables for the Idaho Transportation Department, and the CenterPoint Development Economic Impact Study. Paul P. Smith

Paul Smith, the Director of Production Services, has more than 25 years of experience in graphic design, web design, desktop publishing, communications design, Section 508 compliance, graphic user interface (GUI) design, and quantitative data display design. He has dedicated himself and the Production Services Group to consistently delivering high-quality work to internal and external clients for all production services, including graphics, document processing, design, layout, web site design, interactive animations, mailroom, Section 508 compliance, and reproduction services. Mr. Smith is responsible for managing the day-to-day operations of the 11-person Publication Production Department, including the coaching and guidance of all production staff through daily production and design projects. In addition to his department management responsibilities, Mr. Smith has supported a number of Cambridge Systematics’ projects. He was the Lead GUI Designer for a software product focusing on the freight industry. This design utilized an easy-to-use navigation system coupled with a clean, consistent look and feel to enable the user to seamlessly interact with the powerful analytical software. He acted as Creative Director for the design of Cambridge Systematics, Inc. Section 1909 Commission Track D Support and publication of the Pennsylvania Infrastructure Bank (PIB) Handbook for the Pennsylvania DOT. Mr. Smith also acted as the Creative Leader in the design of two publications for the Federal Highway Administration: Innovative Finance Primer and Innovative Finance Brochure. These publications described Federal policies and programs aimed to bridge the gap between available resources and transportation infrastructure needs. In addition, Mr. Smith was the Artistic Director for the Virginia DOT’s Transportation Performance Report, where he directed a team of graphic artists and desktop publishers in the design and production of this widely distributed, high-end visual publication. Jennifer B. Strasser

Jennifer Strasser has more than 13 years of experience in intelligent transportation systems (ITS), transportation planning, and traffic engineering. She is one of three founding members of Cambridge Systematics’ New York operation and now is the Office Director. Ms. Strasser progressively has taken on larger projects, including one of the most controversial projects in New York City – the proposed Congestion Pricing Plan for the New York City Economic Development Corporation and the New York City DOT. As the Project Manager, she was responsible for developing white papers for the appointed Traffic Congestion Mitigation Commission containing technical analysis and policy research on various topics related to congestion pricing and alternative congestion management strategies. Ms. Strasser presently is managing operational analysis projects involving traffic simulation application and standards in the Buffalo-Niagara Region and the Washington, DC metropolitan area. She is the co-author of a recently-published Institute of Transportation Engineers Informational Report on the Management and Operations of ITS, a member of the Board of Directors of the Intelligent Transportation Society of New York, and a member of the Women’s Transportation Seminar of Greater New York.
